None of these people or groups is a partner of this project, and none has endorsed it. We have not asked any of them to. Listing a group here describes its public role. It does not mean it agrees with us, or with the others on this page. Groups change their positions and staff change jobs, so check each group’s own website for the latest.

Who wrote and backed the law

Senator Scott Wiener

Author of SB 868, which the Governor signed on September 30, 2026. His office carried the bill through the California Senate and its changes on electrical safety, certification and utility notice. [1] [2]

Environmental Working Group

An official sponsor of the bill. Bernadette Del Chiaro, EWG’s senior vice president for California, was one of its most visible public advocates. [1] [2]

Abundance Network

The other official sponsor. It describes its mission as organizing civic leaders around government capacity and policy follow-through. [1] [2]

Bright Saver

A nonprofit that works only on plug-in solar: policy, product development, safety and certification. Its cofounders are Kevin Chou, Cora Stryker and Rupert Mayer. It says plainly that its kits are not yet shipping to California, because the law requires whole-system certification. [3]

In San Diego

City of San Diego Climate Advisory Board

Advises the Mayor, City Council and City departments on climate and energy. On April 7, 2026 it recommended that the City support SB 868, pointing to renters and people in multifamily housing who are not well served by rooftop solar. [4]

San Diego Community Power

The public electricity provider for much of the City of San Diego. Worth knowing if you want to understand where your electricity supply comes from. sdcommunitypower.org

SDG&E

The utility the law is written for. Its Customer Generation pages cover solar and Rule 21 interconnection. Check them for any new notice process for plug-in devices, because we have not seen one published yet. sdge.com

Center for Community Energy

A San Diego County nonprofit working on distributed energy, electricity rates and batteries. Its founder and executive director is Dr. Jose Torre-Bueno. A local technical voice, not a sponsor of the bill. cc-energy.org

IBEW Local 569

Represents electrical workers in San Diego and Imperial Counties. A local voice on electrical safety and on who should do any wiring.
